O‘zbekiston Respublikasi Vazirlar Mahkamasining 2020 yil 12 oktyabrdagi “Umumta’lim fanlarini bilish darajasini baholashning milliy test tizimini joriy etish to‘g‘risida” 646-son qarorida bosqichma-bosqich umumta’lim fanlarini bilish darajasini baholashning milliy test tizimini joriy etilishi belgilangan bo‘lib, hozirga qadar kimyo, biologiya, matematika hamda ona tili va adabiyot (o‘zbek tili va adabiyoti, rus tili va adabiyoti, qoraqalpoq tili va adabiyoti) fanlaridan milliy test tizimi joriy etildi.

Mazkur qarorga muvofiq test savollari Xalq ta’limi vazirligi va Ta’lim sifatini nazorat qilish inspeksiyasi tomonidan ishlab chiqildi va test sinovlari Davlat test markazi tomonidan respublikamizning barcha hududlarida tashkil etilib, o‘tkazildi.

Hozirga qadar kimyo, biologiya, matematika hamda ona tili va adabiyot (o‘zbek tili va adabiyoti, rus tili va adabiyoti, qoraqalpoq tili va adabiyoti) fanlaridan 2 marotaba milliy sertifikat uchun test sinovlari tashkil etildi. Test sinovlari jarayoni to‘liq videokuzatuv kameralari ostida o‘tkazildi.

Test materiallari Davlat feld’egerlik xizmati xodimlari tomonidan test sinovi o‘tkaziladigan binolarga maxsus transport vositalari orqali maxfiylik ta’minlangan holda test sinovi boshlanishidan bir soat oldin yetkazildi. Test sinovlari to‘liq yakunlangandan so‘ng Davlat feld’egerlik xizmati xodimlari muhrlangan maxsus qoplardagi test materiallarini Davlat test markazi xodimlaridan qabul qilib oldi va barcha materiallar to‘liq holda Davlat test markaziga qayta yetkazilishi ta’minlandi.

Ijtimoiy tarmoqlarda yozilgan maqolalarda keltirilgan kimyo fanidan test topshiriqlarining ayrimlari 11 may kuni o‘tkazilgan jarayonga tegishli bo‘lib, 9 iyun kuni o‘tkazilgan imtihonda mazkur test topshiriqlaridan foydalanilmagan. Biologiya fani bo‘yicha keltirilgan test topshiriqlari haqiqatan ham 10 iyun kuni o‘tkazilgan test sinovlariga oid. Biroq u test sinovi o‘tkazib bo‘linganidan keyin test sinoviga kirgan shaxslar tomonidan yodlab chiqilgan savollar asosida juda ko‘plab xatolar bilan kompyuterda terilganligi, rasmli test topshiriqlarida rasmlarning keltirilmaganligi aniqlandi.

Olingan oxirgi ma’lumotlarga ko‘ra, ayrim o‘quv markazlari tomonidan “bu savollar tushadi” bahonasida tayyorlangan savollar jamlanmasi shaxslarga sotilganligi ma’lum bo‘ldi.

Bugungi kunda mazkur holatlar bo‘yicha tegishli huquqni muhofaza qilish organlari va Davlat test markazi hamkorligida tekshirish ishlari olib borilmoqda.

It was previously believed that dinosaurs were cold-blooded creatures, like reptiles. However, a recent discovery has led researchers to believe they may have been warm-blooded. The fossilized remains of a 66 million-year-old dinosaur’s heart were discovered and examined by x-ray. The basis for the analysis that they were warm-blooded is the number of chambers in the heart as well as the existence of a single aorta. Most reptiles have three chambers in their hearts, although some do have four. But those that have four chambers, such as the crocodile, have two arteries to mix the oxygen-heavy blood with oxygen-lean blood. Reptiles are cold-blooded, meaning that they are dependent on the environment for body heat. Yet the fossilized heart had four chambers in the heart as well as a single aorta. The single aorta means that the oxygen-rich blood was completely separated from the oxygen-poor blood and sent through the aorta to all parts of the body. Mammals, on the other hand, are warm-blooded, meaning that they generate their own body heat and are thus more tolerant of temperature extremes. Hummingbirds are small, often brightly colored birds of the family Trochilidae that live exclusively in the Americas. About 12 species are found in North America, but only the ruby-throated hummingbird breeds in eastern North America and is found from Nova Scotia to Florida. The greatest variety and number of species are found in South America. Another hummingbird species is found from southeastern Alaska to northern California. Many hummingbirds are minute. But even the giant hummingbird found in western South America, which is the largest known hummingbird, is only about 8 inches long and weighs about two-thirds of an ounce. The smallest species, the bee hummingbird of Cuba and the Isle of Pines, measures slightly more than 5.5 centimeters and weighs about two grams. Hummingbirds’ bodies are compact, with strong muscles. They have wings shaped like blades. Unlike the wings of other birds, hummingbird wings connect to the body only at the shoulder joint, which allows them to fly not only forward but also straight up and down, sideways, and backward. Because of their unusual wings, hummingbirds can also hover in front of flowers so they can suck nectar and find insects. The hummingbird’s bill, adapted for securing nectar from certain types of flowers, is usually rather long and always slender, and it is curved slightly downward in many species. The hummingbird’s body feathers are sparse and more like scales than feathers. The unique character of the feathers produces brilliant and iridescent colors, resulting from the refraction of light by the feathers. Pigmentation of other feathers also contributes to the unique color and look. Male and female hummingbirds look alike in some species but different in most species; males of most species are extremely colorful.

For a time, the Hubble telescope was the brunt of jokes and subject to the wrath of those who believed the U.S. government had spent too much money on space projects that served no valid purpose. The Hubble was sent into orbit with a satellite by the Space Shuttle Discovery in 1990 amid huge hype and expectation. Yet after it was in position, it simply did not work, because the primary mirror was misshapen. It was not until 1993 that the crew of the Shuttle Endeavor arrived like roadside mechanics, opened the hatch that was installed for the purpose, and replaced the defective mirror with a good one. Suddenly, all that had originally been expected came true. The Hubble telescope was indeed the “window on the universe,” as it had originally been dubbed. When you look deep into space, you are actually looking back through time, because even though light travels at 186,000 miles a second, it requires time to get from one place to another. In fact, it is said that in some cases, the Hubble telescope is looking back eleven billion years to see galaxies already forming. The distant galaxies are speeding away from Earth, some traveling at the speed of light.

Hubble has viewed exploding stars such as the Eta Carinae, which clearly displayed clouds of gas and dust billowing outward from its poles at 1.5 million miles an hour. Prior to Hubble, it was visible from traditional telescopes on earth, but its details were not ascertainable. But now, the evidence of the explosion is obvious. The star still burns five million times brighter than the sun and illuminates clouds from the inside. Hubble has also provided a close look at black holes, which are described as cosmic drains. Gas and dust swirl around the drain and are slowly sucked in by the incredible gravity. It has also looked into an area that looked empty to the naked eye and, within a region the size of a grain of sand, located layer upon layer of galaxies, with each galaxy consisting of billions of stars. The Hubble telescope was named after Edwin Hubble, a 1920s astronomer who developed a formula that expresses the proportional relationship of distances between clusters of galaxies and the speeds at which they travel. Astronomers use stars known as Cepheid variables to measure distances in space. These stars dim and brighten from time to time, and they are photographed over time and charted. All the discoveries made by Hubble have allowed astronomers to learn more about the formation of early galaxies.

Davlat test markazi Chet tilini bilish va egallash darajasini baholash boshqarmasi bergan ma’lumotga ko‘ra, 2019/20 o‘quv yili avvalida OTMlarning bakalavriat ta’lim yo‘nalishi uchun hujjat topshirgan 1 066 926 nafar abituriyentning 11 250 nafarida chet tili bo‘yicha imtiyoz beruvchi sertifikat bo‘lgan.

Mazkur sertifikatlarning asosiy qismini IELTS va DTM imtihoni asosida beriladigan CEFR milliy sertifikati tashkil qilgan.

DTMda ingliz tilidan tashqari yana 13ta til uchun imtihon asosida milliy sertifikat berish tizimi bor.

Imtiyoz uchun talab qilinadigan daraja

2020/21 o‘quv yilidan boshlab, fanlar majmuasiga chet tili kiritilgan bakalavriat ta’lim yo‘nalishlaridan birini tanlagan abituriyent imtiyoz olishni xohlasa, til bo‘yicha B2 va undan yuqori darajadagi sertifikatga ega bo‘lish talab etiladi.

Agar abituriyent V2 va undan yuqori darajaga ega bo‘lsa, unga ushbu fandan belgilangan maksimal ball beriladi.

O‘tgan yil bilan solishtirganda

2019/20 o‘quv yilida chet tili birinchi fan bo‘lgan ta’lim yo‘nalishlari uchun DTM tomonidan berilgan chet tilini bilish to‘g‘risidagi sertifikat (milliy sertifikat) yoki IELTS (5,5), TOEFL IBT (72 ball) xalqaro imtihon tizimlari bo‘yicha V2 va undan yuqori til bilish darajasi talab qilingan.

Chet tili asosiy fan bo‘lmagan ta’lim yo‘nalishlari uchun esa mos ravishda IELTS imtihonidan 4,5, TOEFL IBT’dan 42 ball, SEFR imtihonidan V1 va undan yuqori daraja so‘ralgan.

2019 yil 13 maydagi prezident qaroriga binoan, 2020/21 o‘quv yilidan boshlab, test sinovlari majmuasiga chet tili kiritilgan barcha bakalavriat yo‘nalishlari uchun sertifikatdagi til darajasi bir xil (birinchi, ikkinchi fanga qarab darajalanmaydi) etib belgilangan.

Bunda barcha bakalavriat yo‘nalishlariga ingliz tili uchun milliy sertifikat yoki IELTS (5,5), TOEFL IBT (72), Cambridge Assessment English FCE uchun V2 va undan yuqori daraja talab etiladi.

Lekin istisnoli holat shundaki, 2019 yilga qadar DTMdan olingan milliy sertifikatning amal qilish muddati ushbu sertifikatning amal qilish muddati davrida saqlab qolinishi ham qarorda ko‘zda tutilgan.

Bu degani 2019 yilga qadar DTM tomonidan berilgan V1 darajadagi milliy sertifikat (amal qilish muddati tugamagan bo‘lsa) ham abituriyentga kirish imtihonida imtiyoz berishi mumkin.

DTM matbuot xizmati xodimi Jamshidbek Odilovning avvalroq Kun.uz`ga bergan ma’lumotiga ko‘ra, bu istisno xalqaro sertifikatlarga nisbatan qo‘llanmaydi. Chunki xalqaro sertifikatlar ilk marta 2019 yildan milliy OTMga kirish uchun imtiyoz sifatida tan olindi. Shuning uchun 2019 yildan oldin olingan B1 darajadagi xalqaro sertifikatlarning imtiyozi 2020/21 o‘quv yili uchun imtihonda abituriyentga maksimal ball bermaydi.

Ya’ni barcha tillar bo‘yicha xalqaro sertifikatlarning darajasi muddatidan qat’i nazar, B2 darajada bo‘lishi kerak.

Imtihonda imtiyoz beradigan umumiy ball

Bosh vazirning ijtimoiy rivojlantirish masalalari bo‘yicha o‘rinbosari Behzod Musayev boshchiligida o‘tgan qabul masalalariga bag‘ishlangan brifingda joriy yil istisno tariqasida faqat 2ta mutaxassislik fanidan imtihon olinishi ma’lum qilingandi.

Bu holatda ballar quyidagicha belgilanadi:

  • 1-blok – 30ta savol, har bir to‘g‘ri javobga 3,2 ball beriladi, jami 96 ball to‘plash mumkin;
  • 2-blok – 30ta savol, har bir to‘g‘ri javobga 3,1 ball beriladi, jami 93 ball beriladi.

Demak, agar abituriyent tanlagan yo‘nalishda chet tili birinchi fan bo‘lsa, u imtiyoz beruvchi sertifikati bilan 96 ballga ega bo‘lishi mumkin. Agar chet tili ikkinchi blok bo‘lsa, abituriyentda imtiyoz bilan maksimal 93 ball olish imkoni bo‘ladi.

Ma’lumot uchun aytish joizki, Jahon iqtisodiyoti va diplomatiyasi universiteti 2019 yildan oldingi V1 sertifikatlarini (amal qilish muddati tugamagan bo‘lsa ham), Toshkent davlat yuridik universiteti esa writing (yozish) ko‘nikmasi 5,5 balldan past IELTS sertifikatlarini qabul qilmaydi.

Sertifikatlarni tekshirish

Imtiyoz bilan bitta blokdan to‘liq ballga ega bo‘lish ko‘pchilik abituriyentlar uchun ma’qul tanlov bo‘lib qolmoqda. Bundan tashqari, yana bir savol bor: imtiyoz uchun taqdim etilgan hujjatning haqiqiyligi qanday nazorat qilinadi?

DTMning bu bo‘yicha bergan ma’lumotiga ko‘ra, chet tilini bilish darajasini ko‘rsatuvchi xalqaro sertifikatlarning haqiqiy yoki soxta ekanini tekshirishning bir nechta usullari bor.

Xalqaro sertifikatlarning haqiqiyligini tekshirish chet tilini bilish darajasini ko‘rsatuvchi sertifikatlarni taqdim etuvchi davlatlarning qonunchiligi va uni beruvchi tashkilot siyosatiga qarab, turlicha amalga oshiriladi.

Milliy sertifikat (DTM), HSK (xitoy tili) kabi test tizimlarining rasmiy veb saytida sertifikatni tekshirish imkoniyati mavjud.

Ayrim test tizimlari (IELTS – Britaniya Kengashi, FCE – Cambridge assesment tashkiloti, TOEFL IBT – Educational Testing Service tashkiloti, TestDAF – TestDAF instituti, Goethe Zertifikat – Gyote institutlari bilan DTM o‘rtasida hamkorlik yo‘lga qo‘yilgan.

Mazkur hamkorlik doirasida sertifikatlarni tekshirish bo‘yicha tomonlarning kelishuvi mavjud.

Bundan tashqari, ayrim turdagi (DSD – nemis tili, shunga o‘xshash ba’zi til sertifikatlari) sertifikatlarni tekshirish uchun bu test tizimlari tegishli bo‘lgan davlatlarning O‘zbekistondagi elchixonalariga so‘rov yuboriladi.

Yana bir turdagi, fransuz tili bo‘yicha beriladigan DELF, DALF sertifikati bu test tizimining O‘zbekistondagi vakolatli organlari va Davlat test markazining fan bo‘yicha mutaxassislari hamkorligida tekshiriladi.

Agar soxta sertifikat aniqlansa.

DTM bergan ma’lumotga ko‘ra, til sertifikati soxtaligi aniqlansa, bu sertifikat huquqni muhofaza qiluvchi organlarga yuboriladi. Ular tomonidan soxtalashtirish uchun tegishli chora ko‘rish ishlari amalga oshiriladi.

Bundan tashqari, talabalikka tavsiya etilgan abituriyent o‘zi ega bo‘lgan til sertifikatini OTMga topshiradi. OTM ham bu hujjatni yana bir bor tekshiradi. Agar til sertifikati soxta ekani aniqlansa, uni taqdim etgan shaxs talabalar safidan chetlashtiriladi.
